To foster a genuine reading culture, leaders should advocate for a broader definition of literacy that validates graphic novels, audiobooks, and digital texts. By shifting the focus from “worthy” reading to engaging content, Trusts can dismantle the “non‑reader” label that hinders long‑term confidence.
