More than 3.3 million pupils in England were classified as “persistently absent” over the last full academic year. Research from Parentkind found that 10% of those—equivalent to 330,000 children—had missed two or more weeks of school because they felt scared, anxious, or were being bullied.
The underlying Department for Education figures show that around 20% of pupils (1 in 5) were persistently absent in 2023/24.
The Complex Causes of Absence
- Poor mental health and anxiety: Rising levels of anxiety and low mood are major drivers. Children struggling with anxiety often start by missing odd days, which can quickly turn into persistent absence.
- Unmet or undiagnosed SEND: Pupils with additional needs are significantly more likely to be absent. Issues like sensory issues, learning difficulties, autism, and ADHD can make school environments overwhelming.
- School experience, relationships: Where pupils feel they don’t belong or face bullying, motivation to attend falls and absence can escalate.
A Call to Action: Connection is Everything
Sustainable change doesn’t come from “posters on walls.” It requires shifting culture from the inside out. Through the ‘Resilience Reps’ Training Programme, YouthShoots empowers young people to lead social action projects that create a real sense of belonging.
